<div><b>Abstract from the publisher:</b></div> </div> Both “land-use regulation” and “territorial collective services” have traditionally been accomplished in cities through coercive efforts of public administrations. Recently, land-use regulation and collective service provision regimes have emerged within “contractual communities:” territory-based organisations (usually, but not exclusively residential) such as homeowners’ associations.<br /> <br /> This book examines the problems and opportunities of contractual communities, avoiding both the alarmism and unwarranted apologies found in much of the literature on contractual communities.<br /> <br /> The central notion is that cases in which coercive action by a public agency was deemed indispensable have been unjustly overstated, while the potential benefits of voluntary self-organising processes have been seriously understated. La Haute-Normandie actuelle possédait, à la fin du Moyen Age, tout un semis de petites villes qui relayaient dans la province l’influence de la métropole rouennaise. Fortement touchées par la guerre de Cent Ans et l’occupation anglaise (1417-1450), ces bourgades ont retrouvé une vie plus tranquille après la reconquête de la Normandie par Charles VII (1449-1450). Une accalmie durable suit, en effet, cette période troublée, consolidée par divers privilèges royaux. Les sources conservées à Pont-Audemer, Harfleur, Louviers et Neufchâtel, plus nombreuses après 1450, permettent l’étude de l’univers citadin et celle des caractères communs aux petites villes normandes. Celles-ci entrent alors dans une nouvelle étape de leur existence, temps qui se poursuit jusqu’aux guerres de Religion : elles connaissent un lent repeuplement, profitent de la croissance de l’activité économique, sont marquées par la multiplication des métiers ; soutenues par une active volonté royale et quelques faveurs fiscales, elles donnent aussi une vigueur nouvelle à leurs institutions municipales et voient la modification de leur paysage urbain, dont quelques constructions (églises, fortifications, maisons particulières) ont subsisté jusqu’à nos jours.<br />

Les villes d'Afrique sub-saharienne à elles seules vont accueillir plus de 300 millions d'habitants supplémentaires dans les vingt prochaines années. Dans la plupart des pays du continent, la productivité économique des villes et les conditions de vie des habitants sont déjà aujourd’hui gravement affectées par les dysfonctionnements et le sous-équipement. Or, dans la majorité des cas, il semble que le retard des investissements urbains réalisés par rapport aux considérables besoins induits par la croissance démographique ne diminue pas mais, au contraire, s’aggrave. Un changement d’échelle dans les montants d’investissements s’impose pour que la ville puisse réellement être le moteur de croissance et de création d’emplois qu’elle a été pour les pays émergents en Asie. Parallèlement à la poursuite des efforts pour augmenter la solvabilité et améliorer la gouvernance des collectivités, les modalités et systèmes de financement sont à repenser.<br /> <br /> Le sujet du financement de l’investissement local s’inscrit dans les vastes ensembles des systèmes financiers nationaux et des finances des collectivités territoriales. Ce dernier renvoie lui-même à une série de thèmes, comme la décentralisation, la fiscalité locale, l’encadrement de l’endettement sous-souverain, la gouvernance urbaine, ainsi qu’à des politiques sectorielles, en particulier celles du foncier, de l’aménagement et de l’habitat.<br /> <br /> Ce livre propose une synthèse et une mise en perspective – rarement effectuées – de ces différents sujets. Il y a plus de trente ans, les deux sociologues avaient mené un travail de terrain inédit sur une cité du Nord de la France en pleine mutation économique et sociale. La fragilisation était déjà visible mais nul ne pouvait encore prévoir l’ampleur qu’elle prendrait. Trente ans plus tard, la situation sociale de notre pays décida les deux auteurs à retourner sur les lieux de leur première enquête et à retrouver la trace des individus et des familles rencontrées alors.</div>

C’est ce "retour sur enquête" qui fit naître ce livre, qui voudrait donner à lire ces histoires de pauvreté ordinaire, de parcours chaotiques en ruptures familiales, de fuite devant les huissiers et de lutte contre la radiation de l’assurance chômage. A travers les histoires de Pascale, Papi, Jeanine, se dessine une image non misérabiliste mais pour autant peu optimiste de la situation des plus faibles en France. Comment les générations successives font-elles face à cette réalité, quelles armes utilisent-elles ?</div>
<br />
Loin de poser des certitudes, ce travail inédit voudrait rompre avec une image homogène d’un groupe social. Rompre également avec cette idée qu’il n’y a plus rien à dire sur les pauvres fantômes d’un monde industriel disparu.</div>

<div><b>Abstract from the publisher:</b></div> </div> In most cities today, fire has been reduced to a sporadic and isolated threat. But throughout history the constant risk of fire has left a deep and lasting imprint on almost every dimension of urban society. This volume, the first truly global study of urban conflagration, shows how fire has shaped cities throughout the modern world, from Europe to the imperial colonies, major trade entrepôts, and non-European capitals, right up to such present-day megacities as Lagos and Jakarta. Urban fire may hinder commerce or even spur it; it may break down or reinforce barriers of race, class, and ethnicity; it may serve as a pretext for state violence or provide an opportunity for displays of state benevolence. Its main characteristics are indeterminacy, inconsistency and changeability, which are particularly challenging in the context of the New World Order and the fast emerging global digital network. Cette anthropologie du tourisme urbain a été menée auprès des visiteurs du site de la Tour Eiffel. A partir de ce lieu central de la capitale, lieu d’une importante économie touristique, cette enquête explore les pratiques des groupes qui le traversent et interroge la place de cet espace emblématique dans le monde.</div>
<br />
L’auteur à l’écoute des changements actuels observe les interactions qui s’établissent entre les différents protagonistes (touristes bien sûr mais également vendeurs patentés ou ambulants, promeneurs, parisiens, etc.) sur ce site étendu. Ce terrain ethnographique d’un nouveau genre s’intéresse au cas des villes monde et centre son regard sur les dynamiques et les représentations à l’oeuvre chez les différents acteurs du tourisme.</div>
