This article purpose is to enlighten this question through the birth, and evolution, of the Club des Villes Cyclables (Biking Cities Club). In other words to open the black box of a cities network and analyse its genesis, its structure, its stakes, its activity, and eventually show its ability to transform the framework of public urban policies. The historical and institutional description of the network underlines the importance of circulations in each stage of development of the Club, at once within the network and in the urban areas. These circulations can be observed from the genesis of the network, when the Club was willing to constitute a national lobby of urban biking. Later on, circulations will turn onto the urban scale, through the advent of a technical and political urban authority. Now, it appears that the network and its circulations constitute, more and more, a stake for the territories administration and the urban public policy. Now half of the human beings in the world, and more than three quarters of Europeans live in cities. Cities produce more than proportionally to their population and concentrate high-order economic activities, especially high technology production, headquarters, finance and producer services. In the global economy, regional performances appear to be depending on city performances, and most regional, national and world economic interactions are urban interactions. This paper examines the gap between on the one hand the prominence of the concept of region and of the regional division of space, and on the other hand the dominant economic role of cities. The regional bias is deeply and durably rooted, theoretically as well as empirically. Even though the region hides the city, it remains an inescapable spatial scale. Ainsi, Hội An a été promue par l'Unesco " patrimoine mondial ", en 1999 et enchante le visiteur depuis sa redécouverte ; depuis la sortie de l'économie planifiée du Vietnam, elle connaît une affluence touristique internationale. Le tourisme promeut son patrimoine unique mais le met immédiatement en danger par le développement de la ville. Le défi est grand pour les aménageurs du XXIe siècle qui doivent tenir compte non seulement du patrimoine urbain de la vieille ville mais aussi de l'augmentation nécessaire de sa capacité d'accueil des touristes dont le nombre est accru également par le tourisme balnéaire. Depuis peu, les responsables de la ville ont mis en avant la nécessité d'assurer le développement durable pour une ville écologique, nécessité accrue par l'aménagement de site de l'île de Cham classée patrimoine naturel, et de l'estuaire au biotope très sensible. La problématique tourisme-patrimoine devient celle des liens et contradictions existants entre tourisme-patrimoine-écologie ; l'approche écologique peut-elle assurer un développement assurant la protection patrimoniale tant urbaine que naturelle et en même temps le développement du tourisme essentiel pour l'économie locale ? Le thème du tourisme autochtone urbain est abordé à partir d'une approche interdisciplinaire et en utilisant les méthodes de la recherche qualitative. Dans ce travail, nous cherchons à identifier la place de Wendake en tant que destination touristique dans l'espace touristique de la ville de Québec et à décrire l'état actuel du développement touristique chez les Autochtones de la province de Québec en général. De plus, nous voulons comprendre le rôle de la ville dans la formation de Wendake en tant que pôle touristique et enfin saisir l'impact de l'industrie touristique sur le développement de la communauté huronne. Comme résultat de notre recherche, nous proposons un panorama des destinations touristiques autochtones et une analyse spatiale des types d'activités touristiques en milieu autochtone, des entraves à son développement et de ses perspectives d'avenir. D'un autre côté, nous analysons la ville en tant que terre d'accueil de l'industrie touristique et la genèse des pôles touristiques en milieu urbain. Enfin, nous observons l'évolution de Wendake dans un contexte urbain et les incidences de celui-ci sur le développement touristique dans la communauté. En conclusion, on peut affirmer que Wendake représente une des plus fortes destinations touristiques autochtones au Québec grâce à ses traditions d'accueil et à l'influence bénéfique que la ville joue pour son développement. La réserve apparaît en tant que pôle ethnique, secondaire et non concurrentiel au pôle principal dans l'espace touristique de la ville de Québec. C'est un pôle composite de type culture/nature/d'affaires avec une prédominance culturelle. Sur une échelle locale, en périphérie urbaine, il s'avère un pôle principal pour son environnement immédiat autour duquel sont en train de s'ordonner d'autres aires touristiques. Dans la morphologie de la réserve, il existe deux pôles majeurs, l'un de type évolutif et l'autre de type conceptuel. Ils sont concurrentiels mais cohabitent d'une manière non conflictuelle. Quant à la question du développement et des impacts du tourisme sur les communautés réceptrices, on découvre que le tourisme, pour la communauté huronne, est tout à la fois un moyen de stabilisation économique et d'affirmation identitaire. La majorité des activités touristiques ainsi que les travaux d'aménagement sont inspirés de la culture traditionnelle huronne. Le réaménagement du coeur historique a pour but d'embellir et de façonner le paysage « à l'autochtone », de le singulariser pour mettre en valeur la culture huronne. Cela est fait dans le but de se démarquer de l'espace banlieusard de la ville de Québec tout en se distinguant des autres cultures autochtones. De cette façon, en se particularisant, la communauté, qui a une position centrale, entend s'imposer comme capitale administrative et culturelle pour l'ensemble des Autochtones de la province. The recent rapid growth has been made possible by the great wealth generated from oil in the Eastern Province of the Kingdom of Saudi Arabia, although the driving force behind urban growth is the religious significance to all Muslims of the two cities. The recent rapid increases in the numbers of overseas pilgrims, together with the resident population, have encouraged the expansion of the two cities' built up areas and have necessitated the provision of further services. By highlighting the problems and difficulties, those variables which have helped to shape the present situation and establish current trends can be identified. The thesis is divided into nine chapters, taking into consideration those factors which tend to support or inhibit their existing and future development. In the Introduction, a general background survey is given of the changing roles of the two settlements in pre-Islamic and Islamic times, this followed by a more detailed study of historical change in Chapter One. The question asked at the commencement - to what extent have the religious functions of the two cities affected their urbanism - leads to the study in Chapter Two of the holy pilgrimage itself, the provision of associated services and facilities and the effect of these on the internal characteristics and external relationships of the two cities. The regional resource base for normal and special urban activities is then considered in Chapter Three. Population and demographic characteristics are examined in relation to process and morphology and urban land use in Chapters four to six, the fundamental importance of the holy status of the city appearing very clearly. Even in the examination, in Chapters seven and eight, of industrial, administrative and social services etc., the internal and external spatial and hierarchical characteristics of Makkah and Al-Madinah are seen to be only understandable in terms of the Hajj and religious status. Finally, the question of how to maintain viable urban systems and meet all the requirements imposed by the unique status of the two cities is examined, and in the conclusion an overview is made of processes and trends leading up to the situation today.
