Les autorités en regrettent les effets de blocages, les usagers-citoyens la taxent d'alibi. L'enjeu d'une analyse de la concertation dans l'élaboration des Plans de déplacements urbains était d'abandonner cette posture de dénonciation en cherchant à savoir non à qui profite cette concertation mais ce qu'elle produit.&lt;br /&gt;Premier résultat, c'est lorsque la participation s'effectue en amont qu'elle s'avère productive, qu'elle modifie la donne. Second résultat : une concertation « ciblée » – l'autorité organisatrice dialogue avec les associations sélectionnées a priori – pondère le discours technico-politique alors qu'une concertation « révélée » – le processus fait émerger des participants inattendus – ajoute au programme de nouvelles thématiques.</text>

Son apparition est nettement associée à la contestation du système politique et économique dans les années 1980, et un corpus scientifique centré sur les risques environnementaux se développe. Les années 80 ont été marquées par une sorte de pose dans les politiques de transport urbain.&lt;br /&gt;Cette période pourrait être interpréter comme une décennie de digestion de la crise du financement des transports collectifs.                 <text>L’évolution des sociétés contemporaines et la mondialisation ont pour effet l’homogénéisation culturelle et la dilution des groupes d’appartenance. En réaction à ces phénomènes se multiplient diverses formes de repli communautaire (ethnique, religieux, résidentiel...) où les individus sont à la recherche de nouvelles identités. S’il apparaît que les formes de ségrégation sociospatiales, les regroupements résidentiels entre pairs, répondent à cette volonté de repli, à un besoin de revendication identitaire, on pourrait alors imaginer que ces espaces urbains homogènes constituent des processus de communalisation, au sens wébérien du terme, et des formes de territorialisation des rapports sociaux à une époque où l’on évoque plutôt les phénomènes de déterritorialisation. Les condominios semblent répondre, au moins partiellement, à cette logique de repli et il est intéressant d’étudier les relations qui se nouent, tant à l’intérieur des murs, que dans les rapports avec la société globale, en se demandant notamment s’il s’agit de territoires politiques, et par conséquent de formes de sécession par rapport à l’État.  </text>

                <text>Changes in contemporary society, and globalization in particular, have led to cultural homogenization and the weakening of membership groups. The reaction to these phenomena is an increase in various forms of communities (ethnic, religious, residential, etc.) where individuals seek new identities. If socio-spatial segregation in the form of common-interest housing is a response to this desire for withdrawal and to a need to assert identity, these homogeneous urban spaces could be seen to be part of a process of ‘communalization’, as defined by Weber, and a form of territorialization of social relationships, at a time when it is more often phenomena of deterritorialization that are evoked. To some extent at least, the Brazilian condominios seem to correspond to this notion of withdrawal, and it is interesting to study the relationships which develop both within their walls and with society as a whole, looking also at whether they constitute political territories and hence represent a form of secession from the state. </text>

Faute de mécanismes de compensation monétaire et de possibilités de fuir certains dommages environnementaux, les habitants prennent la parole pour signaler aux autorités publiques locales leurs préférences pour un cadre de vie résidentiel. Ils tentent également de saisir les instruments de réglementation administrative qui organisent les usages multiples. Il s'ensuit dans de nombreuses situations une nouvelle distribution des droits d'usage censée améliorer le produit social net.   L'objectif de ce texte est de présenter les résultats émanant des travaux réalisés conjointement par plusieurs organismes de recherche français sur les modalités d'émergence, le déroulement et les tentatives de résolution des conflits d'usage des espaces ruraux et périurbains dans plusieurs régions de France. Ces travaux, de nature essentiellement empirique, considèrent que le conflit est consubstantiel à la vie en société et qu'il constitue souvent le révélateur d'une innovation et d'enjeux de pouvoir. Son déroulement s'inscrit dans le temps et il ne doit donc pas nécessairement faire à tout prix l'objet d'une tentative de résorption. Le recueil de données sur les conflits d'usage localisés s'est effectué par croisement de trois sources : la presse quotidienne régionale, les décisions de justice, et l'interview d'acteurs locaux. Ce texte décrit l'une des méthodes utilisées, celle de l'analyse de la presse quotidienne régionale, qui constitue une source imparfaite mais riche pour l'obtention de ce type d'information. Nous montrons que des profils conflictuels régionaux apparaissent dans les cinq zones étudiées, profils qui varient selon les types d'espaces et d'usages, la réaction et la capacité de mobilisation des acteurs, les manifestations, les modes de résolution adoptés..., mais également que des permanences de l'activité conflictuelle peuvent être repérées dans le même temps. Il apparaît alors que la presse est un miroir qui ne peut refléter qu'une partie de la réalité et révèle l'état des forces et des négociations au niveau local.

L'objectif est de comprendre les rapports du conseil de quartier aux autres acteurs politiques et aux habitants, avec l'objectif de monter les paradoxes qui résultent des stratégies de positionnement de cette organisation au sein du leadership local. The objective is to understand the relationships of the district's council with the other political actors and with the inhabitants and to show the paradoxes resulting from the strategies to position this organization within the local leadership. These strategies often induce a loss of proximity with the inhabitants and of representation, of the elements that yet founds the legitimacy of the district advice. It appears a sort of opposition therefore between the affirmation of this structure among the local political actors and its proximity with the inhabitants. The history of this territory and notably the brutal mutation that it underwent, passing from the centrality to the marginality, explains the socio-political conditions that governed the birth of the district advice and the evolution its relationship with the inhabitants in part.</text>

The patterns of behaviour of most households can be explained by a given household's position in the life cycle as well as its socio-economic status. Currently, the proxies for these two factors are, on the one hand, the household structure and the age of its head, and, on the other hand, variables such as global income for the whole family as well as the socio- occupational category and level of education of its head. However, this leaves unanswered the question of the link between these two factors and a third one, the household's place of residence.
