<div>Le numéro 372 de Mai-Juin 2010 de la revue Urbanisme consacre un dossier au thème "Théories - Pratiques".</div> </div> <b>Extrait de l'éditorial du dossier, par Thierry Paquot :</b><br /> <br /> Depuis l’apparition du mot, dans diverses langues, l’urbanisme s’est voulu “scientifique”, puis “esthétique”, enfin “planificateur” ou “libéral”. Les régimes autoritaires (le fascisme italien, le nazisme, le stalinisme…) ont favorisé un urbanisme monumental et zoné, quand, au même moment, les démocraties acceptaient un urbanisme de promotion privée, au nom de la liberté ou plus exactement du libéralisme… Certaines en faisant une affaire d’État, comme en France.<br /> <br /> Depuis une trentaine d’années, coexistent un urbanisme administratif et un urbanisme “alternatif”. Ce dernier offre un éventail de démarches de plus en plus large (le slow town, le New Urbanism, les “villes en transitions”, les “éco-quartiers”, etc.), qui cherchent à concilier économie d’énergie-rapport à la nature-qualité de vie. L’urbanisme se situe à la croisée des chemins, soit il n’est qu’un prétexte “technique” et “juridique” pour justifier le laisser-faire, soit il se renouvelle en affirmant ses convictions, c’est-à-dire en combinant l’urbanisme de l’accueillance, l’urbanisme chronotopique et l’urbanisme participatif. Jadis bien circonscrite dans ses murs, la ville en tant qu'unité administrative, politique ou territoriale fermée n'est plus qu'un souvenir. Mais, quelle que soit l'échelle, ce souvenir de ville traverse, inégalement, le centre et les périphéries. Comment, dans l'éclatement, redéployer l'effet ville ?</div>

Le titre de cette livraison fait référence à un tableau intitulé "La Ville entière" du peintre surréaliste Max Ernst datant de 1935, où l’on voit une ville hésitant entre l’essor ou la ruine sous la lumière incertaine de la lune. Cette vision pessimiste est celle que retiennent ensemble Jean-Christophe Bailly, Claude Eveno, Thierry Clerc et Eric Hazan suite à la consultation et l’exposition récente et à grand succès sur le Grand Paris.<br />
<br />
Le thème de la ruine revient également dans les deux articles consacrées à la Teufelsberg de Berlin. Cette "Montagne du Diable" est une colline artificielle avec une histoire hors du commun : elle a été érigée par les Alliés après la Seconde Guerre mondiale avec les gravats de Berlin pour engloutir une université militaire nazi conçue par Albert Speer, impossible à détruire aux explosifs. Son sommet a été converti par les américains en centre d’espionnage devenu inutile depuis la chute du mur. Ce faisant, ce belvédère sur la capitale allemande reste aujourd’hui à l’abandon comme l’explique Hanns Zischler, essayiste et surtout acteur pour Wim Wenders et Steven Spielberg.<br />
<br />
Enfin, le paysagiste Alexandre Chemetoff et l’architecte Pierre-Louis Faloci, accompagnés de quelques autres, s’interrogent sur les friches industrielles et portuaires, les opportunités qu’elles offrent et les méthodes pour les transformer.</div>

L'historiographie a toujours privilégié les grands ports dans une perspective d'histoire vue d'en haut. Les travaux sur le cabotage et les sociétés littorales ont démontré le rôle essentiel des liaisons intermédiaires et le dynamisme de la poussière portuaire au service du tissu économique et social littoral.</div>
</div>
Les études à l'échelle locale permettent de corriger le regard porté sur ces petits ports dans le cadre d'études macro-économiques. Il ne s'agit pas de les isoler "l'emboîtement des échelles est évident et les études de cas sont indispensables" mais de les replacer au coeur de l'économie et de la société locales et de rappeler qu'ils constituent un enjeu de pouvoir. Si la référence aux petits ports et à la poussière portuaire est fréquente, il manque une approche plus conceptuelle alors qu'il s'agit d'observatoires des mutations des sociétés littorales et des économies maritimes considérées sur le temps long.</div>

<div>Urban Studies was first published in 1964 to provide an international forum of social and economic contributions to the fields of urban and regional planning. Since then, the Journal has expanded to encompass the increasing range of disciplines and approaches that have been brought to bear on urban and regional problems. Contents include original articles, notes and comments, and a comprehensive book review section. Regular contributions are drawn from the fields of economics, planning, political science, statistics, geography, sociology, population studies and public administration. The Journal also publishes the occasional ‘state of the art’ article, consisting of an analytical review of the major strands of contemporary thinking in a given topic area, supported by an extended bibliography of the topic. All articles are peer-reviewed.<br />
<br />
Urban Studies deals with every kind of urban and regional problem that is susceptible to social science or other relevant analysis. These range from such problems as urban housing, employment, race, politics and crime, to problems of regional investment and transport. Although most articles published deal with problems located in the advanced industrial societies of Europe and the Americas, important articles dealing with these problems in Asia, the Third World and in Eastern Europe are also published regularly.</div>

Urban Policy and Research is an international journal dedicated to the publication of refereed articles in English in the field of urban studies and urban policy in Australia, New Zealand and the Asia Pacific region. The scope of the journal is international in two senses: it presents to a worldwide readership a view of the urban policies of particular countries, and it encourages dialogue among researchers, policy makers and practitioners in the region.<br />

Urban Policy and Research seeks to develop better links between theoretical and empirical research, and practice. It seeks to stimulate informed debate about urban issues by publishing material from a wide range of theoretical and research approaches.<br />
