Cela est e&amp;#769;vident avec les questions de l'adaptation au changement climatique et de la diminution des e&amp;#769;missions de gaz a&amp;#768; effet de serre pre&amp;#769;conise&amp;#769;es dans les plans climats locaux. En effet, leur re&amp;#769;ussite est lie&amp;#769;e non seulement a&amp;#768; l'ame&amp;#769;lioration de performances e&amp;#769;nerge&amp;#769;tiques mais encore a&amp;#768; une rede&amp;#769;finition des politiques de transport incluant la recherche de nouveaux modes et surtout la de&amp;#769;termination de nouvelles configurations urbaines, de nouvelles formes urbaines s'il y a lieu. Cela passe par la mobilisation de nouveaux objets de l'environnement et de nouveaux usages qui parfois s'opposent entre eux, ce qui correspond a&amp;#768; une me&amp;#769;tamorphose des ressources re&amp;#769;elles, potentielles ou latentes, parfois contradictoires.&lt;br /&gt;
&lt;br /&gt;
Ainsi, depuis une dizaine d'anne&amp;#769;es, les politiques de ville durable ont tendance a&amp;#768; survaloriser l'aspect climatique, au de&amp;#769;triment de questions aussi importantes que les conditions de vie ou les ine&amp;#769;galite&amp;#769;s environnementales par exemple. Or, les impe&amp;#769;ratifs du de&amp;#769;veloppement durable et ceux du changement climatique ne sont pas ne&amp;#769;cessairement les m&amp;ecirc;mes. Il y a parfois de re&amp;#769;elles contradictions, dont il est question dans ce nume&amp;#769;ro the&amp;#769;matique. Elles appellent des arbitrages de&amp;#769;licats, qui ne sont pas ne&amp;#769;cessairement les m&amp;ecirc;mes des deux c&amp;ocirc;te&amp;#769;s de l'Atlantique, que les contributeurs de ce nume&amp;#769;ro s'emploient a&amp;#768; e&amp;#769;clairer. La promotion d&amp;rsquo;un d&amp;eacute;veloppement urbain durable est l&amp;rsquo;un des sept domaines d&amp;rsquo;action prioritaires de la SMDD.&lt;/div&gt;
&lt;br /&gt;
Dans ce contexte, Plan Bleu s&amp;rsquo;est engag&amp;eacute; dans son cadre d&amp;rsquo;intervention 2007-2015 valid&amp;eacute; par les 21 pays riverains, &amp;agrave; accorder une attention particuli&amp;egrave;re aux probl&amp;eacute;matiques de transport et de mobilit&amp;eacute; urbaine en M&amp;eacute;diterran&amp;eacute;e au regard notamment de leurs liens avec le changement climatique, au moyen d&amp;rsquo;un programme, pour la p&amp;eacute;riode 2007-2010, de renforcement de connaissances en mati&amp;egrave;re de d&amp;eacute;placements...&lt;br /&gt;

Ce diagnostic &amp;agrave; l&amp;rsquo;ambition prospective est donc le fruit d&amp;rsquo;un processus de travail partenarial engag&amp;eacute; d&amp;eacute;s 2005, dont il tente de mettre en &amp;eacute;vidence les principaux enseignements.&lt;br /&gt;

                <text>&lt;div&gt;&lt;b&gt;From the introduction by Lawrence Phillips : &lt;/b&gt;&lt;/div&gt; &amp;nbsp;&lt;/div&gt; Is the 'global' city an age-old historical phenomenon associated with economic, cultural, and imperial power (Rome, Athens, Beijing, Istanbul), or a consequence of the industrial revolution? Is it a product of the media age or a continuation of the power and influence of the imperial metropolis? In the nineteenth and for much of the twentieth century it would have been claimed as a Western imperialist phenomenon (London, Paris, New York) or cities and countries that consciously emulated western imperialism (Tokyo). This conception &amp;ndash; if ever actually true &amp;ndash; certainly cannot be supported today. The European and north American cities now vie with the booming cities of Asian Tigers (Mumbai, Shanghai, Seoul), and the great developing cities (Mexico City, Sao Paulo, Bah&amp;iacute;a Blanca, Lagos), as well as regional expressions like the 'Pacific Rim' cities.&lt;br /&gt; &lt;br /&gt; What is the essence of the 'global' city and how has it been represented? Is it a modern phenomenon or an ancient practice? How do we define global &amp;ndash; is globalism a consequence of mass urbanisation or does globalisation create the conditions for the emergence of the global city. How do the global cities of the twentieth century resemble or differ in form and function those of the past and, based on present trends, the future? In the 21st century more people than even will be living in urban environments: &amp;laquo;Over the next thirty years, the world's urban population could double from 2.6 billion in 1995 to 5.2 billion in 2025. Most of this growth will take place in developing countries, where some 4 billion people (over half of the total) could be living in cities by 2025, compared with 1.5 billion (37%) in the early 1990s&amp;raquo;. How will this impact on how we imagine the city and issues of migration, diaspora, and existing geopolitical inequalities &amp;ndash; not all global cities are equal in these terms.
