It will then compare the maturation of the site from an extramural fortress to a royal city under the Nasrids (13th-15th centuries) with the similar process which took place in the Moroccan city of Fes where the Marinid dynasty contructed a royal city in the vicinity of previous extramural fortresses at the same time.</div>  </div> Although the Alhambra is often seen as unique, it is possible that the site’s development under the Nasrids used the slightly earlier example of New Fes as a model, especially as information about it would have been readily available from Zanata troops closely associated with the Marinids who went to serve the Nasrids. The similarity of the cities’ names in Arabic – the Red City (Madīnat al-Ḥamrā’) and the White City (Madīnat al-Bayḍā’) – suggests at least a degree of mutual recognition and perhaps competition. Both cities may also been seen in the broader context of urban development in the post-caliphal Islamic world where citadels connected to older urban conurbations had become a common way for regimes to physically articulate their relationship with their Muslim subjects. The development patterns and instruments of urban growth are well-known. However, the processes of shrinkage and its broad societal consequences, which affect an increasing number of cities, need intensive investigation. <br /> <br /> Using the example of German urban development, Dr. Sigrun Kabisch describes the causes and consequences of urban shrinkage. The discussion of the “Urban restructuring program” as the political answer to urban shrinkage draws attention to the complex linkages in urban development. In particular, housing demolition as one reaction to shrinkage can bring about new urban land use patterns including more green and open spaces on the one hand, but also psychological stress situations for the affected inhabitants on the other. <br /> <br /> Based on this finding, Dr. Kabisch argues, we need new thinking about urban development. A comprehensive approach with context sensitivity is necessary to discover and use the opportunities of urban shrinkage. He claimed that modern society, and particularly life in concentrated urban-industrial areas like Paris, left people without the sense of belonging that characterized “traditional” life. Durkheim was not alone in thinking that there was something fundamentally sick-making about modernity. Marx called the modern malady “alienation” (Entfremdung), Weber called it “disenchantment” (Entzauberung), and Freud called it “discontent” (Unbehagen). The more general term used in fin de siècle Europe was “neurasthenia,” a condition of nervous exhaustion caused by the frenetic pace of modern life.<br /> <br /> The theory that modernity was pathological was put to the test on several occasions in the early twentieth century. One of the earliest was the Paris flood of 1910. It’s the subject of Jeffrey H. Jackson‘s wonderfully told tale Paris Under Water: How the City of Light Survived the Great Flood of 1910 (Palgrave-MacMillan, 2010). By Jackson’s revealing lights, social science did not fare very well. When the Seine river literally rose up out of the ground and over its banks, things in Paris did not fall apart as Durkheim, Marx, Weber, and Freud might have predicted. Far from it: the Parisians generally pulled together, fought the rising waters, and helped one another. They were not “normless,” “alienated,” “disenchanted,” or “discontented.” They knew just who they were: French citizens. They knew just what to do: lend a hand. And they knew just why they did it: national duty. This isn’t to say that some sort of ideal democracy magically emerged out of the flood waters. It didn’t. As is always the case, people in desperate situations do desperate (and often stupid) things. The deluge ripped the veneer of normalcy from daily life and revealed underlying conflicts. But more than anything else the Paris flood revealed the remarkable strength of modern republican nation-states. Unlike their much praised “traditional” counterparts—the monarchies of early modern Europe—they did not fall apart when put under significant strain. They cohered and even grew stronger.<br /> <br /> We shouldn’t think, however, that this solidarity was an entirely good thing. National unity had a much darker side, as would be shown only a few years later. Nations are often very good at helping themselves, as the Paris flood demonstrated. These ‘urban integrated megaprojects’ (UIMs) have proliferated in most major cities in the region. In Jakarta, for example, a 1998 study listed 16 privatized ‘new town’ projects either planned or under construction, with a combined land area about equal to that of New York City. In India projects like Dankuni Township in Kolkata and Maha Mumbai have been planned for populations approaching a million. These projects have the potential to dramatically reconfigure the sociospatial landscape of cities throughout Asia. While touted by governments and developers as critical for economic growth, they also raise troubling questions of displacement, environmental damage, and socioeconomic segregation that have major implications for social equity and environmental sustainability. <br /> <br /> In addressing the question of why UIMs have become so prevalent, the literature on these projects has largely focused on two related arguments: that they represent a Westernization or Americanization of urban form; and that they are a product of the desire of an emerging elite to retreat from the chaos of the city into controlled urban enclaves. In other words, most analyses focus on the middle and upper classes and developers as the key agents of this change. In this presentation, I will focus instead on the role of the state in driving this model. I will argue that UIMs represent one manifestation of the privatization of urban planning, i.e. the transfer of responsibility for and power over the visioning of urban futures and the planning, implementation and regulation of urban spaces from public to private sector actors. Highlighting the agency of government planning and policy in driving forward the UIM model focuses attention on the changing dynamics of citizenship in the global era. It calls on us to assess state objectives in pursuing this model, which include the monetization of land and the creation of controlled spaces for accumulation.
